Why are there so many beggers in San Francisco?

Please don't explain why I shouldn't care but provide a demographic reason for the fact that every street has a begged where in new York you can travel all day without running into one. Is it because San Fran is so liberal? I remember a South Park episode where Cartnan sent them all here. PS I'm from OZ.
